The Rapture Central Council, or Council for short, was the main legislative body in Rapture before Andrew Ryan took direct control of the city during the Civil War.

History

The Council getting desperate to crack down on smuggling.

Despite Ryan's strong anti-government policies, the Council nonetheless had emergency powers to control individual citizens' assets, to appropriate itself of private companies, and to issue arrest warrants. Although there were several members of the Council, it is debatable whether they had much real power, as most of the later directives came from Andrew Ryan. Thus, Ryan had little hindrance when he took strong action against the destruction being done to his city.

One of the most important decisions made by the Council was the decisions to seize Fontaine Futuristics, and let Ryan Industries take control over Frank Fontaine's businesses. Fontaine's Department Store was also closed and converted into a prison for Fontaine's former criminal henchmen, all by the orders of the Council.

Burial at Sea - Episode 1

In the BioShock Infinite: downloadable content Burial at Sea - Episode 1, the Need to Know Theater film "Taking the Taint Out of Fontaine" mentions the Council's decision of taking over Fontaine's assets. Several previously unknown members of the Council are revealed, such as Tenenbaum, Steinman, and Kyburz.

Behind the Scenes

• A propaganda playlet in BioShock 2 Multiplayer mentions that the elections for the city council were postponed several times in the months leading up to the Rapture Civil War. A Rapture reminder also told citizens that "Council members have no regulatory oversight of city commerce."
