Main article: Burial at Sea - Episode 1

On New Year's Eve, Booker DeWitt and Elizabeth pass by the apartment building when they venture through Market Street and can optionally enter. Residents could drop off packages in the conveniently positioned Pneumo Tube by the front door.

Inside, the elevator to the upper floors is broken, preventing access to the upper nine floors. A group of impatient citizens wait for a technician to fix the elevator. The seething tension is at odds with the mural of elegantly dressed citizens and sparking conversation. The counter is unguarded, and the player can find an Audio Diary by artist Sander Cohen along with a package of cigarettes and a wallet.
