While Booker DeWitt and Elizabeth explore the war-torn Downtown Emporia district, they come across an unnamed tavern on Harmony Lane. In the wine cellar, in addition to a pair of Vox Populi agents harassing an upper-class man named James, they find the corpse of an upper-class woman slouched over a table, stabbed in the back during a tarot reading.
The cards in the deck are specially suited to the flying city and, as such, feature Columbia's landmarks and famous people to represent the Arcana. The four cards laid out on the table are Judgement, Strength, The World, and The Chariot, respectively represented by the golden statue of Jeremiah Fink, the stone statue of Zachary Hale Comstock, a floating island of buildings, and one of the winged statues personifying Columbia. The final card which is stabbed through by the dagger and mostly covered in blood is a duplicate Chariot card, which would not occur in a traditional tarot deck. The deck's cover is decorated with the statues of Robert and Rosalind Lutece.
